Abstract
A generalized spin-boson model is presented to account for impeded transport along the c-axis in layered superconductors, in the normal state. Transport is viewed to occur via incoherent tunneling of normal state electrons across layers, which is further inhibited by inelastic scattering processes within a layer. The model provides a mechanism for unifying the temperature-dependence of resistivities within and across layers, and clarifying the anisotropy of the transport processes.
