Abstract
Exact solution is presented to the problem of refraction and reflection on a spatially dispersive model medium. It is found that contrary to usual claims, Maxwell's theory is entirely adequate to provide a unique solution to the problem. Analogies to the classic Fresnel formulae are obtained and the behavior of the transverse waves and of the longitudinal wave is shown graphically as function of the angle of incidence.
