We search for what distinguishes the purposes of university education from those of other branches of education, and in the process describe key elements of primary, secondary and tertiary education in the UK, New Zealand and India in the twenty-first century. The chapter elaborates on historical and current discourses on the idea of a university and an undergraduate degree and the ideal of intellectual independence. The chapter provides a theoretical underpinning for the analysis of social purpose and explores three case studies of social purpose in action: On widening participation in higher education institutions in England; Addressing Treaty of Waitangi obligations and demographic inequities in Aotearoa New Zealand; How India’s new education policy is attempting to address challenges in India’s education. The chapter concludes that although higher education as an agent of social change is a commonly espoused aspirational theme, how this aspiration becomes realised is far from clear at present. This chapter sets the scene for ongoing conversation between the two authors on what our universities’ social purposes are and how best to achieve them.
