Abstract

This chapter discusses how heterogeneous NGO frameworks around education shape the landscape of schooling for temporarily migrating children in India. Though international migration captures disproportionate attention in global policy circles, internal migration undertaken by poorer sections of society is central to understanding the developmental landscape of countries in the global south. Neoliberalization and the resulting processes of casualization and informalization of labour since the 1990s have exacerbated the social exclusion of migrant families in India. In the field of education, global and national policies of neoliberalization have resulted in the diminished role of the state in the universalization of elementary education and the legitimization of non-state provisioning of schooling for children belonging to marginalized communities. This chapter presents the exclusionary locales of development and education in India and how this forms the background of differential educational imaginaries for migrant childhoods in the Indian context. Furthermore, drawing upon my research in the city of Bangalore, this chapter highlights the heterogenous workings of NGO schools and thereby the need to pay close attention to the possibilities and limitations of how global and national agendas of educational inclusion shape migrant children’s schooling in the Indian context.
