Abstract
In this paper we evaluate the potential energy between two static charges when they are close to a metal surface. The energy is obtained by describing the elementary excitations of the metal electrons by surface and bulk plasmons and by considering the coupling between the charges and the plasmon modes. The results are used for calculating the binding energy of a hydrogen atom and a positronium atom when they are inside and outside the metal surface. It is observed that the binding energy for the two systems is affected significantly even at a distance of 8 Å away on the vacuum side of the metal surface.
