Abstract
1992 was designated International Space Year in recognition of the urgent need to gain a global understanding of the Earth and its surroundings. Unfortunately the blessings of technology are unevenly distributed between developed and developing countries. Steps must be taken to extend satellite communications to the developing world, particularly to help improve educational opportunities, to assist in the management of the world's natural resources and to monitor changes in weather, climate and environment. India has made several proposals, notably for Mission PEACE, which could involve the developing countries in ISY initiatives, inaugurating a new age of space cooperation.
