Abstract
Negative temperature transitions in the case of an ensemble of charged rings confined by a magnetic field between two concentric cylinders is examined. It is shown that if the relevant phase space space for this system becomes unbounded due to singularities in it then the negative temperature regime vanishes. However if it is constrained due to some integral constants of motion or due to boundaries of the domain then the negative temperature regime exists.
