Abstract

A new mechanism is proposed for the 70̲ spectrum based on harmonic oscillator Q-Q potentials only in even partial waves, to keep out the 20̲ states. It leaves the 56̲ spectrum unchanged, but produces a dual spectrum for the 70̲, with a "half-space" rule compared with 56̲ and a low-lying (70̲.0+). Experimental successes include a natural understanding of i) the Roper and allied states, ii) mass groupings of LP = 1- states, and iii) low-lying radial excitations like P'11 (1750). Extra predictions are discussed.
